I get a slight feeling it's an older cast counterfeit. Just slightly.

There's a die crack, or bubble, under the bust.

The center on the reverse just kinda looks blurry, maybe an older counterfeit from the 50's.

Looks like the typical Chinese counterfeit with artificial wear and toning around the devices.

Rare coins on ebay that are not TPG'd holders are not in holders for a reason. In this case it is not in a holder because it is most likely counterfeit.
