I think the lower grades came in because my pics show a 'flat' or dull looking coin, while there is actually a nice luster present through the dark toning. I do agree that the reverse is stronger than the obverse and might have raised it to a 40.
Looking at my pics, I would grade it lower, but in hand, it seems correctly graded at 40. Thanks all!
