I've finished my first pass at a list. For now I stuck it on my website as I'm not sure how upload an excel file here. http://typesets.wikidot.com/f-a-o-coinsI'm sure I missed a few things but it will be refined over time

I have a couple of questions: Do FAO coins circulate or are they just sold to collectors/investors? Are they generally minted in the country that is named on the coin?

Yes and no; some may circulate some are only for collectors.
They are minted in the country with the name on them. The theme is written usually in both native and English languages.

There are more countries that issue coins than countries that have mints. There are 63 countries with mints listed in a website I was looking at that attempted to list all of the mints in the world. There are many more countries that issue coins than that.
Some of those countries without mints use private mints for instance the Franklin Mint used to make coinage for some countries. Some of the countries use other countries mints. There are some people who collect foreign coins that were made at the US mint.

FAO coins were meant to be educational and therefore it was better if they could be widely circulated. If you look through the list many countries such as the US, Canada Germany etc. had no FAO coins and some like India, Bangladesh and Turkey had a different one every year following a variety of topics.
If you look through the list of FAO coins I think it is safe to say that just about all of the silver and gold coins are for collectors only and most of the other coins did circulate at one time or another.

Darksider is correct that gold & silver issues are NCLT (non circulating legal tender) collector coins.

Thanks all - I do collect world coins and have a small number of FAO coins. I am, in general, only interested in a coin that probably traded hands in its home country, or at least is representative of coins that did. I try to avoid the coins that are just produced to be sold as collectables.

An interesting point.
While most silver and gold F.A.O. coins were made for collectors, the 1969 Uruguay 1000 peso coin was made in gold silver and bronze, and only the silver coin was a circulating coin.
Almost all other base metal coins were both for circulation and inclusion in collector sets. A notable exception to this was the Saudi Arabia 100 Halala (1 Riyal) coin produced in 1977. It was made in limited numbers for the Saudi Government. The Government then commisioned the same coin to be produced in 1978 for general circulation. The 1977 coins were donated to FAO by the Government in support of the Coin Plan. These coins are available in limited supply from FAO.
