How can I tell if this is a proof or business strike? What do you think for a grade?

I'm not good at identifying proof coins - why do you say it's proof, CHD? The fields don't look particularly cameo, but if it's been circulated that's understandable I guess. Also the strike looks kinda mushy.

Again, I am terrible at identifying proofs that don't have an "S" on them. Trying to learn here.

I would think the rim would be sharper and more squared off on a proof.

If it's not a cracked out proof, then it's a MS-66,67 Circulation strike. As stated above you would think a proof would have sharper and squarer rims.

You have a PF-64, can't tell for sure from the photos but it may have had some handling.

Here's a PCGS MS-66

An NGC PF-65

Nice reference Indian. I tend to look for a space between the E and S of states first. The definition of the reverse eagle's wing feathers usually seals it. If you've ever photo'd these documents regularly it really does become easier.
