Help 1945-S Washington quarter Error?

I was searching the mint-marks for rpms and trumpet nothing of interest then I spotted this weird bumb/notch/chip well whatever it is. Also the same area is distorted with extra width.

Is that a die chip or some form of distortion or die movement or something else?

The coin has some toning which distracts but looks nice in hand. That area is raised and is not toning.

Some form of die damage. Looks like a gouge. with some other miscellaneous chips/gouges/scratches on the die. hard to tell exactly from the pics.
