1981 S Dime Piece Of Metal (Lamination?)

Up for discussion is a 1981S Proof Dime still in the OGP. Under the "9" in 1981 is a small piece of metal stuck to the dime. It is not on the plastic cover. Is this some sort of lamination from somewhere or what could it be?
The pictures are as close as I can get with my limited resources.

Looks more like a stain. Not the same thing on the mint mark?

Not a stain. It's a piece of metal stuck to the coin somehow.

Ok, so it was packaged at the mint. It looks to me to be a piece of another coin or planchet that fell on your dime before or as it was being packaged. It is probably stuck to your dime either because it was hot or because some of the packaging adhered it, (glue or hot plastic. Just my theory.

That could also explain the black edges around it (on a new coin).
