If the seal were omitted, the serial numbers would have to be omitted as well (since they're part of the same printing). The Federal Reserve seal and the 4 "1"s would also be absent if this were a real error, unless this was an obstruction of some sort (which would of course require proof of the object that caused the obstruction). Obviously this is a fake error.
