Hi. Question for you. I often see these item for sell on ebay as unopened, sealed rolls...but I'm always hesitant to buy them because one end of the roll always seems opened. Are they shipped from the mint with one end opened?

From my experience, these shrink wrapped plastic rolls are the way the mint used to make ALL their rolls, but at some point in the last twelve or so years, the roll I buy from the mint are now in fancier paper rolls; That being said, I do believe that the mint still distributes rolls of coins to banks & businesses in the (cheaper) plastic shrink wrapped rolls.
Yes, they are open on both ends.
You can also tell if the roll has been tampered with to flip an end coin - There is no control on coins in the roll - which means you have about a 1:4 chance of getting a roll with the obverse pointing out on both ends.

UPC239, the picture you show of the loonie is exactly how coins in all denoms are being issued from the mint. I have seen this in pennies, right on up to the toonie.

I have purchased many mint shrink wrapped rolls with no issues. I do the same with them as I do with paper rolls which is to pretty much discard the end coins.

I have not seen a paper roll from the mint for many years now other than for some special collector version.

I have not seen a paper roll from the mint for many years now other than for some special collector version. Nope. My '92 quarter rolls were done like this, and somewhere up to '03 all rolls were done this way; Granted I haven't bought any rolls post 2012, but all the more recent stuff I bought right from the Winnipeg Mint "gift boutique' came in paper rolls; I have several of the last years of pennies, nickles, dimes, quarters, loonies, and toonies, and they are all in paper rolls.
