this coin was starting to tarnish so I thought I would free it when I noticed strange circular marking's on both sides.First image is through the plastic which I thought had the mark on, but it is on the coin any thoughts?

no ideas anyone ? I am thinking maybe blank had mark's before minting but wouldn't die stamp over that?

Your coin is in a Blister/Flat Pack

Had a couple of sets in the past with same markings only on TONED copper coins.

my theory a hair or piece of lint was on the die or planchet/flan before striking or after striking.

The lint or hair was greasy / oily so stops that part of coin from toning

So line becomes visible when coin tones

Looks like it has toned due to close proximity of another coin. Coins in plastic holders are not 'safe' and this is often the result. See if another coin will fit on the area that is affected.

I'd call it environmental damage.

thks for the replys guys ,interesting theory NB , yep Nancy the plastic has ruined a few of the coins in pack , a coin would fit over the mark perfectly but in pack none of the coins overlap but I will lean towards environmental damage
