Looks like a die scratch to me. If the 2 were in the same direction, I would think they were feeder finger die gouges. They appear to be about the right width for that.

The problem with that theory Pete is that feeder fingers are raised on the coin, not incuse. This might be a struck through or coin injury.
The overall size of the "C" is enlarging like you would see on a Struck Through Grease error. So that might be debris the stuck to the grease.

They appear to me to be raised. Is that an optical illusion? They throw a shadow in the same direction as the shadow off the letters.

There is an indent in the center. And now looking a second time the bottom looks rounded. So I'm going with a struck through thread/fiber in that area where the arrows are.
Here is an example of feeder fingers:
