In this condition it.s a spender. I.m not sure if your under the impression it.s a rotator note also but if so it is not.

it's not considered a rotator because the 1 has that serif that the top and when you turn it upside down it doesn't look like a 1 anymore. But it is still a radar note, so for 5 bucks i'd keep it (until I really need 5 bucks). That being said, it won't sell for anymore than $5 probably

The poly notes, even with special #, just doesn't carry the same vibe with collectors as the paper currency
