Technical grade probably a 63 with an outside chance at 64. HOWEVER, I myself would never buy this type of common coin with all those clouds and spots on the surface. There are (literally) hundreds of thousands of these that are as nice or better.

If you are asking because you are thinking of buying this coin, I'd have to advise waiting for a nice spotless example that probably won't cost much more.

I think the "spots" you were referring to are really toning vs. lustre.
Much better photos to evaluate.

Much better photos. Still at my 63 opinion, though.

I have a personal abhorrence against milk spots on silver, which prompted my earlier post.
