I'm going to say post mint damage. Looks like something smooshed the lower part of the 7 over. I'm sure a chisel can create the effect if pressed against the coin.

Generally, damage to the last date digit is caused by a counting machine shoving the metal to the interior of the coin in a curved pattern.
