Thanks for the answers but I was looking at this coin because of the "flaking" appearance, not that I thought it may be doubling. If you look at the second pic at the 9, 6 and C, it looks more like a flaking effect than doubling.
It is ejection doubling and there is tiny bits of copper flake, not unusual in a factory setting. As the die's wear down little tiny dust like particles are everywhere. IMO
Hello steve123, I had a 1963 PL set in the Pliofilm plastic and took a loop to my penny a few weeks ago and here is the result, another story of ejection doubling on a 1963 cent.
