The date has just worn down over time, thus thickening. It's what they call deterioration doubling.

The 1917 DDO has a very distinctive split on the 9 of the date. I have posted 2 1917's on this site. Neither one was in very good shape but the split in the upper nine was still visible. I do not see the split on your coin. Sorry but I have to agree with John.
