Looks like a Grease Filled Die.

I am thinking worn die or weak strike not a Greaser. 1986 is known for that.

This is a partial fill of grease on some of the devices. (not totally filled blocking out the device)
1986-D--Penny---Worn-Die
Note how the remaining parts of the devices are wider and partially blocked out.
That is the grease removing the tapering of some of the devices in that area.

If the die was over polished, then the devices would be thinner as the fields would be reduced.
