Looks like a struck through error (grease) to me. Note the extra thickness of the blocked out devices such as on UNUM. Also note right wheat lines that are almost all missing. If this were damage, I would expect to see contact on the rim. I'm not seeing that on this coin. Almost a total blockage on several devices where the Grease Fill was heavy.
