Are these pits, are they also on the Reeded edge ?
If these are pits,and also on the edge, then my shot in the dark is it was obverse down in acid of some type as the torch on the reverse has no sparkles.

I believe its against the law to purposely damage coins, and applying glitter nail polish is a capital offense
