They look like bubbles of some sort. Though on the right side of the building toward the middle I think that is a die chip (I do not think it is doubled, but someone with more knowledge would know). Is the P mintmark doubled? It looks like the top left of it has something going on, unless that is glare.

looks like it might be heat or fire damage imho but I am not a expert so wait for one to chime in
