Not positive, but I think this is Master Die Doubling. Which unfortunately is not considered a doubled die. Your coin exhibits features in the description of MDO-001 seen here on the Variety Vista website

You are on the right track...

It is the master die... and it is a doubled just happened on the master die instead..

Because it is present on most of the coins this coin does not count...

so the doubled dies for this year and mint mark with have this plus other forms doubling to count..

and yes it is confusing

I still save it and label it mdo
