Not sure if this is an Rpm or not?

There seems to be some thickness to the south. What do you guys think?

I think it is an old worn out mint mark or die. I do not see ant place near the top that would indicate RPM, like a split serif. I think the area you are pointing at took a well placed hit.

How did you add that arrow to your picture? If I want to discuss other error coins, where do I go to do this. Any help for this newbie is greatly appreciated.
