The obverse appears 25 while the reverse is close to 35, but not quite. Probably an older die on the obverse, I'm guessing. I'd still be at a VF-25 overall. From the photos its tough to tell what the contrast between the design elements and the fields are, so it's also tough to give any opinion as to cleaned or not. My guess would be dipped, as I see no signs of harsh parallel abrasions, but the faint halo affect around the elements would probably indicate a dip at some time in the past. A nice solid coin all around.

VF-35 obverse XF-45 reverse. XF-40, looks nice. Don't know if it's been cleaned.

ICG recently graded this quarter VF-35. Everybody here either got it or was very close!

I was going to say "in the old days" VF-35, now, EF-40. I guess the "old days" are back, at least for now.
