can you get a close up picture of the obverse areas? Can't tell if that's a lamination issue or its scratch or took a hit

Agree. Need a closer photo of the obverse to tell. Try cutting the photo you have so only the obverse (head) is showing without the space around the coin.

new photos. Back side is good, only some discoloration. Amature guess is bad blank but?
