When a coin changes colors it is called toning. There is natural toning and faked toning.

That streaking on the Penny is caused when the bronze alloy isn't mixed properly. It's a very common phenomenon.

It may be considered a "woody" or "wood grain" cent. I like the look of it.

Regarding the UK penny, I have to agree with John that it has been cleaned. Disregarding the streaky marks for a second, you can see from the detail that it has had a dip in something in the past. The lines I would suggest are a result of a scrub afterwards with something. The phenomenon that Kefiroth is referring to is normally attributed to the mint adding spent brass shells from the war into the alloy mix, causing a 'brassy' and streaky appearance. This usually seems to occur on pennies after the war ended though, normally starting around 1920. There are some examples of the streaky appearance well before and after 1920 though, but they don't have such a striated appearance, it's normally much more patchy.

Here is an example from my own collection, note that yours has many more striations which are a lot more uniform, consistent with someone giving it a good scrub.
