This one does have an exact date, Year 43 of the 60-year cyclical calendar, equating to 1906 AD. It may not necessarily have been issued that year, though. Listed in Krause as KM/Y# 10j, reported mintage: 1.8 billion, with six major varieties recorded. Yours appears to be 10j.5, "pearl with relief swirl and 4 flames". The "pearl" is the fireball coming out of the dragon's mouth.
I'd grade it Good, due to the apparent corrosion spots on the obverse. CV in my Krause is 25¢ in VG.
