No, it looks like a contact mark from another coin during handling at the mint or storage thereafter.

I think it is deeper than it appears on the photo.

I still believe it will straight grade. It will certainly affect the grade but not render the coin a 95 code in my opinion.

It will grade with out the problem grade.

Agree will not be a problem. I've seen bigger cuts on half dollars that have been straight-graded.

Fully concur that the surface issue shown would not preclude a problem-free grade at a TPG.

It will of course affect the graders opinion ... show us the entire coin and we can offer opinions on the potential grade.
