So I was recently looking through my $5 notes in my wallet and came across one of the Carney signature bills on a HBG prefix. The bill has definitely seen better days with a few folds in it.

I remember hearing about these years ago, and then havn't heard much about them since. Is it a decent find, or are they now pretty common?

Your correct that these were first believed to be scarce by some and they've sold in the hundred's on ebay in the past.
However they have now all been released and the price plummeted to where there's no premium for them at all.

They are unfortunately spenders now unless you can get one in good condition and/or with a special serial number. They are relatively common nowadays. Of course, you can always save it until you find a better one in circulation.
