The mint mark looks like SMK epsilon, which would make it RIC VII Cyzicus 78.

Thats what I assumed initially but RIC VII Cyzicus 78 sais O on banners and this one has dots. So not sure.

Couldn't tell for sure if they were dots or circles. If they are dots than it's RIC VII Cyzicus 79.
