I would like some opinions on the grade of this 1905 V-nickel. Also, is it possible that the greenish tints are PVC? These are the best photos I can get with my camera. Thanks!

EF-45, mechanical cleaning. Yes. The green is likely PVC and could probably be removed with an acetone bath.
