I would like to know what is the year wich PL designation switch for NBU when you send it at a TPG.

Only ICCS uses the designation NBU, I believe that currently their cutoff for PL is 1976, though at one time it was 1980.
CCCS uses PL up to 1967 and from then on they use UNC for coins from the uncirculated sets.
PCGS uses PL right up 'til 2010.
"Dipping" is not considered cleaning...
