I have a roll of Olympic quarters in their special wrap. The paper is ripped (the rip is about 1.5 cm) but the wrap is still functional. There is also no evidence of coins being disturbed. Does this lead to a decrease in value of the roll?

The rolls don't have alot of value to start with. I just checked colional acres website and the regular retail is 16.50-17.95 each and they are all on sale right now for $12.50 each.
My suggestion is just replace it if the tear bothers you, its only $2.50 over face value.

A local dealer actually wants it for probably $2 over face value. Before I make the trip there (which costs money), I'm trying to figure out the likelihood that they will take it despite the rip.

I'd say as long as everything is still tight, its all good!
But it all depends on the dealer your selling to right... He might want only perfect rolls, before you make the trip out there, email him a picture or maybe just call and explain the condition issue you have.

Okay thank you! I will give it a shot once I have other coins to sell as well.
