The reference I looked at (NGC Site) says that the rotation is supposed to head left, vertical inscription. Are they wrong or is this a near perfect 90 degree rotation?

Actually, the rotation for these coins is the queen's face downwards and thus medal orientation. Previous series had coin orientation which is 180° rotation compared to yours.

I too find these coins to be a bit confusing. It would make sense to have the queen's head upright. It's interesting to point out that €1 and €2 coins issued with her effigy were rotated normally.

I can assure you though that the coins are supposed to be rotated like that. Every 1984-2001 dutch coin I've encountered has this 'odd' rotation, even collectors' issue coins.
