I am a sucker for nice toning...some may have noticed. For a Peace dollar I think this one looks pretty nice for 25$. I purchased it at MS-63, I think the two rather large hits on the neck will hold it back from a higher grade but overall a nice looking coin.

Not sure if the toning is hiding anything behind and I see some wear (or just the picture) on the Eagle's upper wing. Personally, this uneven toning and flaking detracts. I'll give it an AU58-MS60 based on the pics.
I'll leave it to the experts to determine if the toning is AT or NT.

I think the "flaking" as you describe it is from the seller stacking in a roll, there are breaks in the toning that look to be caused by "roll rub". The toning is a bit more even in hand , but I am sure this coin is not for everyone. I have enough white 1923 Peace dollars ! I believe it to be NT, but I could of course be wrong.
I really like the way some of the details are accented by the toning on some coins, and I need to put more coins in my "Toner" album....

I'll agree with the ms63 grade and I quite like the reverse toning.
Peace dollars with nice toning are rare, and for $25 that's a sweet coin!
