I had to do some thinking on this one, not knowing the issue that well. It seems that what could be "wear" on the obverse looks to be strike; the flat spots are uniform and evenly distributed, unlike true wear. To me, the two highest points (in the hair above/behind the eye and ear) are too flat for there not to be noticeable wear elsewhere on the coin. I'm thinking there's maybe just the first hints of circulation usage around the eagle's head and the top edges of the wings, although it looks like the obverse of this design has higher relief than the reverse. On the other hand, the fields and devices are almost free of distractions.

My guess is PCGS considered it a slider and chose to grade conservatively, because if they called it Mint State it'd go at least MS63 and more than triple in value.
