A closer, clearer photo would help. It could be a die chip or perhaps damage.

Coin contact during circulation can alter a device. (damaged) But it would be impossible to be a hubbing issue on the die because the other letters would equally be affected. It could be struck twice because business strike coins are only struck once. Also, if this happened all the other devices would have been altered the same. Coins are Struck. Stamps are stamped.
