1944 1/2 Bolivar Without Accent ? Or Not ?

I have a bit of trouble with this coin
NGC certified it as a MS-64 and designated it a no accent variety.

but there seems to be something over the I in BOLIVAR very faint however so I am not sure what to think of it

It certainly looks like NGC got the variety wrong. The accent looks very weak but the feature was clearly present on the die. A no accent piece implies the accent was NEVER there.
