Looks like it's actually from Peru, not Mexico.

It is from Peru. If the date is 28.06.1988. It is a P-137 PERU

This note has been demonetized and are very common in UNC. They are valued about $1 to $1.50 each. When I was in Peru I tried very hard to obtain older notes but the prices were 3 to 4 times more when compared to ebay or online dealer stock. I saw them at the multiple flea markets, money exchange shops (both official and un-official), even at the airport.

One seller said that the internet was killing his sales because people were buying them online.

I did obtain UNC notes from the current circulating series because everyone only uses almost new or brand new notes. They check ever single note for all of the security features. Counterfeits are rampant.

Would it be worth any money to the right person. It's been laminated and looks to be in good ahape

If uncirculated notes are going for $1 the circulated note would be worth around $0.50.

Now if it is laminated, encased between 2 pieces of mylar and cannot be removed then it would be considered damaged and worth almost nothing.

You can always throw it on ebay and see what you could get for it.
