I have 1996 PL cents and the coin looks like that. I'm not sure its a specimen

Yes for some unknown reason the mint decided in 1996 the finish in Uncirculated Sets would be brilliant relief against a parallel lined background. "This finish was first developed for the bullion maple leaf program, and used in 1981 on the Specimen Sets issued by the Mint for that year". (Charltons). Of interest, the 5c in the Near 6 variety.
In 1997, same thing except both the Ottawa and Winnipeg mint produced sets, the polar bear different - shiny or frosted.
In 1998 the finish was changed back to BU.

The coins are the same as those found in all Oh! Canada sets. You too can have sets custom packaged for a price, normal practice.
"Dipping" is not considered cleaning... -from PCGS website

The two sets I have on hand and have photos for. I also have a set with 2 dimes in it and a 1991 Specimen set with the quarter struck through. Each set is suppsed to be one regular, one Lucky Loonie and one Grey Cup loonie.

Nice packaging errors Fenian ! Haven't seen any of those before.
These sets are not PL sets though. The coins are regular everyday circulation strikes, i.e. "change". The last PL sets were issued in 2010. All sets since then are merely change in plastic packaging.

I picked up this set today , its the same one nickelsguy posted earlier in this post. 1982 with gold coloured nickel.

  Found this in a coin shop the other day and first time Iv seen one of these sets with the yellow cover and different theme.
