The clasp on the back is a tie pin, very similar to a British pre-WW2 one I owned. The small chain and safety pin would be worn through a button hole on the shirt ( hidden by the tie ) as a safety device should the clasp come undone, preventing the pin from being lost. Not sure about the main design of the piece.

Since it appears to be silver and some type of fossil or tooth, I would say it is of American Indian design and make mainly due to the turquoise color of the insignia on it which had and still is used as a good luck symbol in many cultures.
Before it was co-opted to be used by the third reich as a good luck symbol for victory.

Looking at the pics again it is made if two sharks teeth placed together in the middle band.

it is two shark teeth. I cannot say for sure what species.
