I have a 1870 MS65 20 cent NFLD coin from ex Belzberg collection and just noticed that the reverse is off center maybe 15% degree not sure about the 15 but looks same as another coin I have that is. Just wondering if that adds any value?

Rotated dies are very common on Victorian coins and unless the rotation is close to 180 degrees there is no extra value.
15 degree rotation is very slight and is within tolerance even for modern Canadian coins.
"Dipping" is not considered cleaning...
