I can't make up my mind about this: clipped planchet error, or some sort of damage that occurred after it left the mint? The edges of the clipped area (seen from the reverse) aren't quite as regular as I've seen in other examples of error coins. I got it from circulation.

A closer shot of the area affected will show us more. The devices should fade in the area next to the clipped area on an incomplete planchet.

Also you should see a Blakesley effect opposite the clipped area:
