Looks like a specimen cent with a flawed 'P'. Check and make sure its magnetic

I don't think so......the 'P' s are usually further to the left of this position.
And no it is not magnetic.

It's a proof penny. They didn't come with a p since they are made of copper. I'm not sure what the dot is about but I don't think it's intentionally placed. It doesn't look PMD to me

The likelihood of this being PMD or not highly depends on if you're aware of the history of the 2002 proof set that this coin was taken from.

It seems too strategically placed to me to be a mint error and it's possible it was punched with the sort of tool that's used to sink a small finishing nail. It's also unusual for any coin to be only one of a kind. In 2002 proof one cent coins were made of bronze, although various other years indeed copper.

If you believe it to be legitimate, then you'd need to have it professionally graded to serve as proof.

Your right XWL it is a proof, as for the mark it devalues the coin either way PMD or not, its not significant enough to be of any value as an error (if it was ). IMO
