Cutting error.

Worth some premium since there is some design from the adjacent note present. Definitely worth hanging on to, though I couldn't give you a price estimate.

Well, you are trending in the right direction! I have some canadian bills in similar condition. With misaligned print/cut. Apparently it's a negative characteristic for them specifically.
