The obverse of the coin from the date to the chin of George Washington, and on the reverse from the top to about the middle of the wings, Looks as if half the coin is damaged? I am just wondering what is wrong with it, I have tried to get it off with water and my nails but nothing.

first thoughts is it was dipped in acid to clean it

Yes, I'd agree. Someone wanted to see what it would look like with only part of it dipped into the chemical.
