I have found a 2001 International Year of the Volunteer 10 cent which is an easy to find piece, but the weird thing is, it come with a removable outer ring.
It fit perfect around the piece and as the same finish on top, but not on the edge. The edge of the outer ring is smooth, but the piece itself has the regular "dent" edge.

I'm wondering what this thing is, thanks for any help.

The removable ring is not part of the coin. Someone put it on when it's in circulation. Nothing special.

Looks like a flange washer for injectors and the like. Most are made of copper.

I agree with fixguy you need to keep them together. that is a unite piece. to go out in circulation. it stayed together wow.

Most likely a part of a locket.
