Lower grade ensamples are oftentimes difficult to ascertain as many
characteristic diagnostics have long been worn away.

Coupled with this is endeavouring to decipher what is buried under the decades
of grime and crud. Careful removal of the crud may enhance attribution.

And many characteristics of worn specimens become blurred and rapidly
blend together and appear differently than the same on higher grade.

Still, given all this, my best guess is that you are correct.
Obverse 9 / Reverse E 11.
