My guess, 2 coins were pressed together in a vice?

Yeah, two coins were pressed together in some fashion (hammer, vice, etc.), the inverted letters are a giveaway.

Worth face value. Altered/damaged coin. PSD Note how the upper taller parts of the show the incuse pattern press into to the coin and the devices are all mirrored.
