Its a very very late stage coin struck by a well over used die ..

This effect is called Die Deterioration Doubling

like MD no extra value or premium

you can still have late stage coin with doubled die, but in the case of your coin the areas doubled on your coin is on both sides of the letters or devices so it is Die Deterioration
