Why are the special wrap 50 cent piece rolls $12.95 over face? Isn't that over priced?

My guess is because it's no longer in circulation. And so the 150,000 or so that they make are considered for collectors

But it is in circulation; it was never withdrawn. The RCM Stopped mass production of 50 cent pieces in 2003

the 50 cent piece is no longer available for the banks to order, they may have some from when a client has brought them in, but this is not the same thing as "Circulating" currency.

yes the mint still makes the 50 cent coin, but only for collector sets and the collector rolls.
