Ive only seen shine like this on my Proof set from 1989, Is this a proof quarter?

Yes, that is a proof. All S mint marks post 1970 I think are proofs.

I think 1954-S was the last year San Francisco produced circulated quarters,if you find one in circulation now it is because someone opened a proof set.

They also struck quarters for circulation from 1976 to 1979, but without mintmarks. They also stuck 1976-S 40% silver bicentennial quarters, and since 2012 they have struck business strike quality ATB Quarters. But the 40% silver bicentennials and the ATB Quarters were made to sell to collectors, not for circulation. Some people have bought the ATB Quarters thouh and after searching them dumped them into circulation, so every so often someone finds one in a roll or pocket change.
